Across Asia Pacific, financial institutions are pouring money into intelligent systems, yet the gap between ambition and dependable results remains wide. Closing it takes more than technology. It calls for sound governance, the confidence of regulators and customers, infrastructure that is resilient and secure, and the talent to sustain the effort over time. That work is advancing on several fronts at once, as large language models, autonomous agents, robotics and smarter infrastructure reshape how institutions run and how they serve their customers.

Few economies are approaching this as deliberately as Singapore. The city-state has refreshed its national strategy and is moving from ambition to everyday practice. Its sovereign Southeast-Asian models, SEA-LION and MERaLiON, keep advancing on a strong national research base; generative and agentic tools have been rolled out across the public service; and its banks rank among the most capable anywhere, with DBS widely regarded as a leader in putting the technology to work at scale. The regulator has set the pace on trust in finance through the Future of Finance Institute, the industry-built MindForge risk-management toolkit and its safeguards for self-directed systems (SAFR). Alongside these, robots and embodied intelligence are moving into live settings from delivery machines in a smart district to a new, highly automated airport terminal while the state investor steadily deepens its exposure across the value chain.

This is why we have chosen Singapore for the Study Tour. Here the full chain of innovation comes together within a single, compact city-state: a trusted regulator, national research laboratories, sovereign language models, leading banks, a consumer super-app, generative and agentic tools across the public service, a sovereign investor, and robotics that reach from a smart district to the airport apron all within a short drive of one another. MAS has become a reference point for regulators working out how to govern fast-moving technology in practice. In 2026 it set up the Future of Finance Institute and, with the industry, built the MindForge risk-management toolkit and a set of safeguards, known as SAFR, for systems that can act on their own.

Sea / Shopee: Intelligence at Consumer Scale, from Search to Credit

Sea is one of Southeast Asia’s largest consumer-internet groups, spanning Shopee in e-commerce, Monee (formerly SeaMoney) in digital finance and Garena in gaming, all run from one-north. It works at enormous consumer scale: search, recommendations and content that lifted purchase conversion by around 14 per cent, chatbots that field roughly 80 per cent of customer queries, and alternative-data credit scoring inside its lending arm. A deep partnership with OpenAI has even placed Shopee inside ChatGPT for conversational shopping across the region.

GovTech is the state’s technology agency and the architect of Singapore’s digital public infrastructure.
